Job Summary

The HR position will coordinate all local and international employment arrangements, to include but not limited to recruiting, staffing, benefits management, payroll, VISA and Entry/Exit forms, communication with responsible staffing and government departments and payroll processing. He/She will work closely with the management team to design and deliver talent strategies centered on efficiently attracting and hiring skilled, diverse, and innovative talent.

This position will also provide or facilitate the provision of HR subject matter expertise in all HR
generalist functions with an emphasis on local and then international employees. Manage and coordinate the implementation of HR programs, processes, and systems. Develop, recommend, and implement organizational policies and procedures. Assist employees and managers in the navigation and implementation of company processes. Facilitate organization, leadership, and employee development efforts - including the management of learning vendors as appropriate.

The Project position will be responsible for the planning, implementation and management of support tasks of the airline operations at all locations. He/she will coordinate the development of functional and business process requirements by identifying and documenting needs and priorities, and will also develop and maintain project plans, communication strategies and associated materials in collaboration with teams to manage projects from current state to implementation.

This is an individual contributor position that requires strong business partnering experience; strategic-level thinking; and hands-on problem-solving, working effectively in a team-based environment. This position should build strong rapport with business leaders and employees alike; establishing credibility and trust quickly; professionally resolve difficult people and organizational issues; efficiently and accurately attend to the day-to-day processes and details; and meet the varied needs that arise in a fast-paced, nuanced, and often ambiguous environment.

Duties and Responsibilities

  • ​Staffing and Recruitment for all levels of the business.
  • Develop and execute a Human Resources strategy aligned to the business strategy.
  • Drive change management initiates.
  • Manage and execute standard HR processes to shape the culture of the business.
  • Provides guidance and counsel to leaders and employees with regard to HR programs, policies and procedures.
  • Develops, communicates and implements pro-active employee and labor relations strategies.
  • Investigates and helps to resolve employee relations issues and complaints.
  • Leads and supports organizational development and effectiveness activities for assigned area to include leadership development, change management, organization assessment and design, learning and employee opinion improvement activities
  • Help to drive diversity in hiring decisions.
  • Works with managers to achieve compliance goals.
  • Guides and counsel’s leaders and employees on diversity initiatives.
  • Facilitates the development and execution of detailed work plans and schedules.
  • Works internally and externally to identify stakeholders for project involvement and communication.
  • Ensure adherence to quality standards, and resolves issues to successfully achieve the initiative requirements and committed milestones within the requested timeline and budget.
  • Serve on project teams as assigned.
  • Any other duties assigned from time to time by the GM/CEO.


  • ​Minimum five (5) years of relevant experience with at least three (3) in a manager level role
  • Bachelor's degree in HR and project related discipline
  • Must be experienced in Employee Relations, Organizational Development, Training &
  • Development, Project Management, Staffing/Recruiting
  • Ability to communicate effectively with all levels in the organization is essential
  • Personal and professional integrity of the highest order
  • Knowledge of Marshallese language and culture
